Joliet Junior College is an open access institution which serves many students who are underprepared academically for college level courses. Some students have not chosen the appropriate high school courses which prepares them for college coursework. Others have been out of school for several years and have not retained their skills. Developmental level courses prepare students for success in college-level courses.

The developmental education system is committed to bridging educational gaps in students' backgrounds so that they can be successful in post-secondary education and training.
