Feedback on Master Plan
Dave Agazzi welcomed the group and thanked everyone for attending. The first items to be considered are the major changes being presented to the Master Plan.
The major changes being proposed for approval are:
- Moving the library to the second floor of the Campus Center.
- The library presently is located on the third floor of J-building and would be dedicated to Fine Arts and additional classrooms.
- The Facility Services building would not be incorporated into the ground floor of J-building. The classrooms on the ground floor would be preserved.
If the remodeling of the library as presented is not accepted into the five year plan it will be added to the twenty year plan. Funding of the major changes could be funded through tuition increases.
B-Building proposed changes:
- B-building would be incorporated into the Campus Center and the center would be built around the building.
- The Early Childhood Center would remain on the first floor of B-building and would be expanded.
- The cafeteria would be built to connect between A and C buildings.
- All classes presently being held in B-building would be moved to J-building.
Horticulture/Greenhouse proposed changes:
- The ILCA site and three greenhouses would occupy the corner of Houbolt Road and the College’s exit road.
- A new facility would be built to incorporate classrooms and storage space for the Horticulture Department. The existing blacktop area would be repaved and used for parking.
- Land around the site would be dedicated to horticulture plantings and maintained by the horticulture department.
Nursing/Allied Health proposed changes:
- A facility would be built north of T-building to house the Nursing/Allied Health programs. If funds are not available for this facility, the department would move to North Campus.
- In the 20 year plan, an additional facility could be built north of the proposed Nursing/Allied Health building to accommodate growth.
J-building proposed changes:
- An indoor enclosed bridge would be built to connect J and T buildings. (If monies are not available, the bridge will be built as an outdoor bridge with it being enclosed at a later date).
- Seven or more classrooms would be constructed from the vacated space on the first and second floor of J-building.
- The media area would be moved to the second floor.
- The gallery area would be remodeled for expansion by SLTS.
- The space vacated by the bookstore is proposed to become a gallery for the Fine Arts Department.
- The spaces presently occupied by the Business Services area would be remodeled and used by the Fine Arts Department for a theater and/or performance area.
- The Human Resource area would be removed in order to be able to expand the theater lobby.
- The cafeteria area is proposed to be dedicated to large college or community events. A small kitchen would be maintained in the area.
J/H/G building proposed changes:
- The Facility Services Department would occupy a new facility proposed to be built north of J-building.
- Student activities would move from the bridge area to D-1010.
- The bridge area would be restored to student space.
- The Campus Police Department would be remodeled and expanded into the locker room area.
- The proposed YMCA/JJC fitness center, gym and swimming pools would be built south of G-building.
- A new competition football and soccer fields, along with a combined practice field, would be build south of G-building.
- New tennis courts would be located to the west of the competition fields. If no road is built to the south of the campus, than the fitness center would remain where it is presently located.
E-building proposed changes:
- E-building would be expanded with the addition of six new laboratory/classrooms. These additions would include preparation and storage space.
- The existing space would be renovated and updated.
C-building proposed changes:
- The automotive building will be expanded to allow for body work and diesel engine repair.
- The vacated nursing classrooms would be reconfigured and updated for general purpose classrooms.
Master Plan site proposals:
- Centennial Road would be widened. It would become the main entrance to the campus with the focal point being the greenway to the new Campus Center.
- The entrance road would remain but will not cross the outer ring road.
- A new inner ring road would be created.
- A service road to the west will connect the inner ring road to the outer ring road.
- Three landscaping areas will be created at the entrances to the campus. The newly created areas will require a higher degree of maintenance.
- Native species will be incorporated into the landscaping.
- The Facility Services area will begin maintenance in the natural areas.
- Walking paths around the lake and arboretum will connect to the natural area path and the I & M Canal trail.
- Outdoor patios will be built off the concourse area into the courtyard.
- New buildings will be added southeast of the Campus Center as enrollment increases and additions can be added to existing buildings.
A suggestion to contact the directors of the I & M Canal was proposed in order to determine if they would assist with funding this project. Funding sources through grants should be explored.
North Campus proposed changes:
- Nursing/Allied Health would move to North Campus if funding is not available to build a facility on the main campus, north of T-building.
- Vacant land to the west of North Campus could be sold to a private developer to build a compatible facility or operation.
- Vacant land to the north could be sold to a public or community organization for development.
- Funds from the sale of the properties at North Campus would be devoted to offering a full complement of classes.
City Center Campus proposed changes:
- The Culinary Arts and Hospitality Management programs would be moved to the City Center campus.
- The possibility exits of a developer dismantling the existing office/classroom space and building a new building for mixed uses. The Burnham building would be remodeled.
- A new building would incorporate the Culinary Arts and Hospitality Management programs.
All of the proposed changes were discussed in detail. Mary Beth Luna made the motion to accept all of the proposed changes to the Master Plan as presented. Margaret Semmer seconded the motion. The Facility Services Master Plan Steering Committee unanimously accepted the Master Plan as presented.
The method and proposed costs to fund the master plan was discussed by Tammie Beckwith Schallmo of PMA Securities. The proposal is to fund the master plan through tuition increases, a referendum, and revenue bonds. Additional funding for North Campus could be funded through the proceeds of a land sale. City Center funding could possibly be through TIF, developer funding or grants. Funding for the proposed Fitness Center/YMCA facility could be through capital campaign or facility revenue. Various options for all methods of funding are being explored.
The master plan will be presented to the Board of Trustees at the February workshop for approval at the March Board meeting.
