Master Plan Committee Summary September 13, 2007 

 

Summary

Dave Agazzi welcomed the group and thanked them for their interest in the College's master plan. The Senior Leadership Team made various recommendations that are incorporated into this document. A presentation of the master plan will be presented to the Board of Trustees at the September 24, 2007 workshop. The projects cannot be prioritized until all the data is received, the financial implications included, and the data is received from the Strategic Plan Committee. The data will be presented for public feedback in the next two months. It is on schedule to be presented to the Buildings and Grounds Committee in February and to the full Board at the February 2008 meeting.

Ryan Smith explained the process involved in developing a Strategic Plan. The first phase is an approach to reviewing the environment, environmental scanning. From that you determine what the trends will be in the next five to ten years. This would include economics, development and determining the needs in the labor force along with changes in our district. After the scanning is complete, we will obtain community input. The Strategic Plan is scheduled to be concluded in January. All updates can be found on the Institutional web site.

Ryan further explained the results of the three master plan options that were proposed, namely, the bridge option, front lawn option and town square option. Some of the ideas that people liked were connecting J and T building with a bridge and a centralized area. A few of the dislikes included traffic flow and parking. On the extended campus layout, the idea of a nursing/allied health center met with favorable comments along with partnering with Bolingbrook for classes and a new building at city center. Concerns were raised about the nursing/allied health center at north campus. All of the comments, which remain unedited, are on the web site.

Dave Agazzi explained the master plan decision points developed by the Senior Leadership Team.

North Campus

  • The SLT is recommending that allied health be moved to north campus and renovate the required space. The space utilization report showed that 10 classrooms are presently in use at north campus for general purpose classrooms. That could be the number required we would rent at Bolingbrook. These classrooms are not used 100% so the number of rooms actually needed could be less.
  • A further option is to develop the 5-7 acres to the north of the proposed allied health building into a community center and the twenty acres to the west can be sold and developed into a community building.
  • By moving allied health to north campus, this would allow C-building, which would be vacated as well as Kaskaskia, to be used for general classrooms or as a staging area for departments that are displaced due to construction.

City Center

  • City Center's five story building could be torn down and the property developed with a new structure. This building would be built by a developer that has multiple tenants in it. The kitchen would also be remodeled so more teaching facilities would be available.

Eastern Facility

  • SLT recommend replicating the Morris model in the eastern edge of our district. We should have a presence there and people want us to buy land in this area. The SLT is recommending that we begin with 3 classrooms and office space in that area and determine how it develops before expanding.

At the main campus:

  • The campus center would move to the A-T building area which would displace the greenhouses so that could be moved to the front of A-building which areas would be expanded.
  • The existing science building would be expanded.
  • J building would be renovated for general classroom space and Culinary Arts would have the entire ground floor for a state of the arts space.
  • The building north of T would be for a multi-campus higher education building.
  • The temporary buildings will be torn down and replaced with additional parking.
  • There will be a bridge between J and A buildings
  • Recommend a competition field to be used between soccer and football along with a new practice field for soccer and football to share
  • Bleachers are also recommended along the competition field.
  • New tennis courts would be located where the present ski hill is located.
  • Side walks will be developed to Houbolt Road along with a bike path and the natural areas should also be upgraded.
  • The new road is in the master plan and this is a result of discussion with the City of Joliet. They feel confident that the development of the mall project is likely to take place.
  • The entrance road will be converted to a four lane, two way road along with new ring roads.

After discussion on the various ideas and concepts a consensus of the committee was reached and the following master plan recommendations were forthcoming:

Main Campus

  • Library to remain in J-building
  • Phase I - outdoor covered bridge from J to T-building
  • ILCA site to move and relocate greenhouse
  • Science building to be expanded
  • Facilities Services to be moved north of J building and temporary buildings to be eliminated
  • Second floor offices to be used for Facility Services reducing cost of new facility building
  • Board room and president's office can be utilized for meeting areas
  • Physical Education/Athletics area - new complex combined with YMCA includes new football/soccer field for tournaments, practice fields for both sports and relocation of the tennis courts including the addition of a roadway and parking spaces for the athletic events.
  • The child care center will be a new stand alone building
  • Campus Police need a drive up location close to the area where they will be located.
  • New road will be included on the master plan

North Campus

  • Move nursing and allied health programs and expand facility to meet their needs.
  • Investigate the sale of the west 20 acres.
  • Develop the north five acres as a possible community center.

Bolingbrook Campus

  • Explore an agreement for classrooms at the Bolingbrook educational facility

City Center

  • Pursue the idea of a new building.
  • Expand kitchen area.

Another recommendation forthcoming was to explore the idea of naming buildings after distinguished faculty or community members. This could be another avenue of receiving funding.

A meeting will be held with the architect prior to the next meeting to discuss the inner ring roads and present additional recommendations.
