Traffic and Parking Regulations

Traffic Regulations and Enforcement

All state and local traffic laws apply on campus roadways and parking areas and are strictly enforced by the JJC Police Department.  JJC officers conduct traffic stops to enforce these laws and may issue traffic citations, which are referred to the Will County Circuit Court.  Failure to appear in court or to respond to a citation as directed may result in a driver’s license suspension, the issuance of a warrant or both. 

Speed limits on campus are as follows:

  • 30 MPH on all college roads unless otherwise posted

  • 15 MPH in all parking lots

  •   5 MPH in designated fire zones

All posted parking regulations are strictly enforced.  We encourage you to familiarize yourself with the parking regulations in the areas that you frequent.  Main restricted or designated parking areas you should know about:

  • Handicapped Parking:  Handicapped parking areas are located at the front of all parking lots and are clearly posted.  If you are suffering from a temporary, verifiable handicap such as a recent surgery or a broken leg, you may apply for a temporary handicapped permit at JJCPD in room G-1013.  The permit will be granted if the need is verified by your doctor and it meets the State of Illinois criteria.  This permit will be valid on JJC property only for up to a maximum of 90 days.   Fines: $250
     

  • Faculty / Staff Parking:  On Main Campus, North Lot 1 (located north of J-Building) and the front of East Lot 4 (located in front of the greenhouses) are restricted parking areas for faculty and staff and require a faculty/staff parking permit.  At City Center Campus the restricted faculty/staff lot is located northeast of the classroom building just north of Chicken & Spice. Vehicles without permits will be ticketed.  Fines: $10 & $20
     

  • Overnight Parking: Overnight parking of vehicles is not permitted on any JJC campus unless the owner is on a school-sanctioned trip or in cases of a vehicle breakdown.  In either case, the vehicle information must be reported to Campus Police at (815) 280-2234 prior to leaving the vehicle.   Fines: $10 & $20
     

  • Fire Lanes: There are various areas throughout campus that are designated fire lanes.  Parking or stopping in these areas is prohibited.  Fines: $20 & $25
     

  • Motorcycle Parking:  Designated motorcycle parking areas are located in the front of South Lot 1 in front of  C-Building and in the front of North Lot 2 in front of J-Building.

Parking Ticket Payment and Appeals Procedures:

Payment: 
Violators have
15 days from the date of issue to pay the original fine amount.  If not paid by the 15th day, the fine will automatically double.  Tickets should be paid at the Service Center located in Room J-1002, located just inside the J-Building entrance. 

Once the due date has passed, a hold will be placed on the violator.  This hold will remain in effect until the ticket is paid, and will prevent the violator from transacting any college business including registration, class drops, financial aid, obtaining transcripts etc.  JJCPD also reserves the right to refer unpaid tickets to Will County Court or to the Secretary of State's office for suspension of the violator's driver’s license.

Appeals:
If you wish to appeal a parking ticket, you must come to the JJC Police Department located in room G-1013 prior to the 15 day payment deadline and file a written appeal.  Once the appeal is filed, the fine amount is frozen until the Appeals Committee rules on your case.  If the appeal is granted, the ticket will be voided.  If the appeal is not granted, you will be notified and you will have 15 days to pay the original fine amount or it will double.
